Kementerian Energi dan Sumber Daya Mineral (ESDM) memastikan tarif listrik untuk periode Januari–Maret 2025 tidak mengalami kenaikan, khususnya bagi 13 golongan pelanggan nonsubsidi.
Menurut Direktur Jenderal Ketenagalistrikan Kementerian ESDM, Jisman P. Hutajulu, keputusan ini diambil berdasarkan Peraturan Menteri ESDM Nomor 7 Tahun 2024 tentang Tarif Tenaga Listrik yang disediakan oleh PT Perusahaan Listrik Negara (PLN).
Penyesuaian Berdasarkan Ekonomi Makro
Tarif listrik bagi pelanggan nonsubsidi dievaluasi setiap tiga bulan dengan mengacu pada realisasi beberapa parameter ekonomi makro, yaitu:
- Kurs Rupiah
- Indonesian Crude Price (ICP)
- Inflasi
- Harga Batu Bara Acuan (HBA)
“Tarif tenaga listrik triwulan I 2025 ditentukan berdasarkan parameter ekonomi makro Agustus hingga Oktober 2024,” ujar Jisman pada Rabu (1/1/2025).

Ia menjelaskan, meskipun akumulasi parameter tersebut menunjukkan potensi kenaikan tarif, pemerintah memutuskan untuk mempertahankan tarif listrik pada tingkat yang sama seperti triwulan IV 2024 demi menjaga stabilitas ekonomi.
Stimulus Tarif Listrik 50% untuk Rumah Tangga
Sebagai bagian dari kebijakan ekonomi, pemerintah juga memberikan diskon 50 persen untuk biaya listrik pelanggan rumah tangga PLN dengan daya hingga 2.200 VA. Kebijakan ini ditujukan untuk 81,42 juta pelanggan dan berlaku selama dua bulan, yakni Januari dan Februari 2025.
Berdasarkan Keputusan Menteri ESDM Nomor 348.K/TL.01/MEM.L/2024, diskon diberikan kepada pelanggan dengan daya:
- 450 VA
- 900 VA
- 1.300 VA
- 2.200 VA
Cara Penerapan Diskon
Diskon diterapkan secara otomatis melalui sistem PLN.
- Pelanggan Pascabayar: Diskon berlaku untuk pemakaian Januari (dibayar Februari) dan pemakaian Februari (dibayar Maret).
- Pelanggan Prabayar: Diskon langsung tercermin dalam pembelian token listrik.
Jisman menambahkan, kebijakan ini tidak hanya bertujuan menjaga daya beli masyarakat, tetapi juga mendorong efisiensi operasional PLN sambil memastikan kebutuhan energi tetap terjangkau.
